Economic operators and other operators from the EU are not allowed to import or export goods which could be used only for capital punishment, torture or other cruel, inhuman or degrading treatment or punishment or to provide technical assistance in respect of these goods listed in Annex II. An authorisation is required for any export of goods listed in Annex III which could be used for the purpose of torture irrespective of the fact that they can also be used for legal purposes.
