Accessibility statement

Topic description

The Financial Administration of the Republic of Slovenia welcomes all visitors to our websites and users of our mobile apps and wishes them to feel welcome and have a good user experience.

As we want our websites and mobile apps to be used by all types of users, the design of the websites and apps is adapted to the maximum extent feasible for use by the blind and partially sighted, the deaf and people suffering from dyslexia or comprehension disorders.

The Financial Administration of the Republic of Slovenia undertakes to enable access to its websites and mobile apps in accordance with the Accessibility of Websites and Mobile Applications Act and EU Directive 2016/2102 of the European Parliament and of the Council.

To ensure a positive user experience of Slovene Financial Administration’s websites and mobile apps for all users, we follow the WCAG 2.0 Guidelines in their design and upgrade. The latter are a collection of guidelines and standards whose main purpose is to achieve greater accessibility of online content and mobile apps for vulnerable groups. The compliance level, to which FURS aims to, meets AA level.

This accessibility statement applies to the following Financial Administration’s websites and mobile apps:

The Financial Administration’s websites and mobile apps are fully compliant with the Accessibility of Websites and Mobile Applications Act.

The website lets you choose:

  • the colour theme,
  • the font (Users suffering from dyslexia can switch between serif and non-serif fonts.)
  • the font size, 
  • the content is equipped with navigation showing the user's location on the website (known as a breadcrumb trail), and
  • the information is also available in sign language.

The following content cannot be accessed due to the disproportionate burden incurred in its production:

  1. For vulnerable groups, videos with sign language, audio and subtitles have been created for all life events relating to individuals. There are 81 such events. However, there are no such videos pertaining to other content, such as the business events of legal persons, e-services and other tax topics. The reason for this is the disproportionate burden that may arise for the authority. The authority considers a disproportionate burden to be significant financial consequences for the authority if all content were to be translated into sign language as the scope would be too great. Furthermore, most of the content is subject to change and it would be difficult to ensure that translations into sign language are kept up to date.
  2. eDavki portal enables a selection of colour scheme, so a minor part is adjusted to vulnerable groups. The remaining part of eDavki portal doesn’t meet the availability requirements because the portal adjustment would represent a disproportionate burden for the Financial Administration of the Republic of Slovenia. The Financial Administration of the Republic of Slovenia is in the phase of technological renovation as well as in the phase of renovation of eDavki portal’s user interface. The renovation will also address the adjustment of new eDavki portal to groups of vulnerable users. It is estimated that the renovation of the whole portal will be extensive since this is a comprehensive system with several million lines of code. A comprehensive adaptation of the old eDavki portal for vulnerable groups would require a great deal of financial and human engagement from the Financial Administration of the Republic of Slovenia, which would be contrary to the principle of good management, as the portal is already being renovated, which will address accessibility for vulnerable groups. So, during the renovation of eDavki portal the majority of eDavki portal will remain unavailable for vulnerable groups of users.
  3. eCarina (eCustoms) portal, which due to disproportionate burden fails to meet the requirements on availability. Electronic services and other portal functionalities are critically linked to various back-end applications of the Financial Administration of the Republic of Slovenia, with programme solutions of other state bodies and authorities of European Community and with other large business systems. Possible adjustments of sensitive systems, such as eCarina portal, would represent disproportionate burden for the Financial Administration of the Republic of Slovenia as well as for other users (business sector) and the risk for problems at provision of interrupted system operations would also increase considerably. The estimated costs and benefits for the Financial Administration of the Republic of Slovenia in comparison with the estimated benefit for users with various forms of impairments would also considerably exceed the latter. At introducing large system changes in the future, we will take care that they will be also adjusted to vulnerable groups as much as possible.
  4. Not all website images are equipped with descriptions or alternative texts yet.
  5. eDavki mobile application is partially adjusted to vulnerable groups because the authority has estimated that the adjustment of eDavki mobile application is a disproportionate burden in terms of costs, in terms of human resources as well as in the technical aspect. eDavki mobile application is adjusted in such a way that it enables the enlargement of application to Android: +3 and iOS: +5. The application enables also the landscape orientation for the presentation of the topic in eDavki mobile app. At the moment the technology, in which eDavki mobile app is programmed, doesn't enable the appropriate use of the reader for the blind, so the redirection is made for the user, who wants to use the reader from eDavki mobile app to eDavki portal, which enables the use of the reader for the blind.
  6. The miniCashRegister website and mobile app are not intended for the public in general but specifically for the issue of receipts by entities with a small number of annual receipts. The website and the application enable the issuing of receipts. Access to the closed part of the website and the mobile app also requires a digital certificate. As a result, the website and the mobile app will not be adapted for vulnerable groups.
  7. Due to the disproportionate burden, the Financial Administration will not provide accessibility for vulnerable groups for the Check the bill mobile application. As of 2021, a prize game "Vklopi razum, zahtevaj račun!" is no longer organised. And thus, the application has lost its main purpose of use. The main purpose of using the mobile application was to encourage consumers to send the data from the received invoices via the application to the Financial Administration, which then checked in their systems whether these invoices were actually issued and with the correct data. This has raised the tax culture. Since this game is no longer organised, thus significantly reducing the sending of invoices to the Financial Administration, the cost of adapting the application for vulnerable groups would be a disproportionate burden, given the benefits that the adaptation would bring to the Financial Administration. Of course, the consumer, a member of a vulnerable group, in case of doubt about the correctness of the issued invoice, can send it to the representative of the Financial Administration for review in the manner described in the next chapter "Accessible alternatives".

Supervision of the implementation of provisions of Articles 5 through 8 of the Accessibility of Websites and Mobile Applications Act is conducted by inspectors from the Ministry of Digital Transformation.
